Iphone not downloading apps waiting

Take a look at this screenshot. I tried installing apps on my Apple iPhone, and I received a trifecta problem where the apps were stuck “Installing”, “Waiting”, and

I had a problem with not being able to stop an old OS from downloading. the 'option' on my keyboard which caused the apps to wiggle just like on the iphone.
